first_imgHP HC chief justice Shimla, Sep 19 (PTI) Mediation is the best alternative dispute resolution mechanism as it saves time, Himachal Pradesh High Court Chief Justice Mansoor Ahmad Mir said today. Inaugurating the state meet of para-legal volunteers and conference on mediation here, Mir laid stress on the importance of mediation in dispute redressal saying it ensures confidentiality as proceedings before the mediator are not disclosed to any person. He said so far 6,268 para-legal volunteers and 1,429 retainer lawyers have been identified to man the Village Legal Care and Support Centres. “Further, 2,628 village legal care and support centres have been set up in Gram Panchayats, which are being manned by trained para legal volunteers and retainer lawyers who sit in their concerned panchayat bhawans every Tuesday from 10.00 am to 5.00 pm,” Mir said. Legal aid clinics in central jail/district jail/sub jail have been made functional and the performance of the para legal volunteers is being monitored by the District Legal Service Authorities under the supervision of HP State legal Service Authorities. Till date, 33,183 persons have been benefited and provided legal Service. As many as 61 mediators and 54 volunteers from all over the state and 11 chairmen of District Legal Services Authorities attended this conference, organised by Himachal Pradesh State Legal Services Authority (HPSLA). Para Legal Volunteer Scheme was started by National Legal Service Authority in 2009 for training individuals to assist in making legal services available to poor at grassroot level. Also addressing the conference, HPSLA Executive Chairman Justice Sanjay Karol said justice must reach every section of the society. “Under Article 39 A of the Constitution, the state is bound to provide legal aid by enacting schemes and regulations and each individual should have access to justice,” he said. Emphasising that opportunities for securing justice must not to bedenied for economic reasons or other disabilities, he said the purpose of themeet is to analyse activities carried out by the HPSLSA.
